- Background: Colonel Walker's higher up, he was the one who ordered that Shima Industries be put under military control. When he heard about how Professor Shima saved his children, he wanted to use the technology for military use, but he was reprimanded for it. Even when the Yoma appear, he considers his troops as nothing but pawns. He dies when the revived Itachi attacks his base, trying to destroy the Phengos.
